Inside the Trenches: What I Hear Every Day from GovCon Teams About Proposal Challenges

If there’s one thing you learn quickly working as an AE immersed in the world of government contracting, it’s that no two proposal cycles are ever quite the same. But there’s also a strong sense of déjà vu—recurring themes, challenges, and, yes, frustrations—echoed every single day by proposal managers, capture leads, and business development professionals I have the privilege to partner with.

Let’s get real for a moment about what’s happening inside the trenches.

Tight Deadlines, Compliance Headaches, and Manual Processes

The most common refrain I hear? “There’s just never enough time.” This is more than a complaint—it’s a near-universal reality of federal proposal work. Turnarounds are tight, extensions unreliable, and every minute counts. When agencies drop Q&As or require new templates 24 hours before submission, it can mean a week’s work done overnight.

Second comes the maze of compliance. Teams can spend hours—days, even—just mapping RFP instructions to compliance matrices, checking page and font requirements, and making sure every “shall” and “must” is addressed verbatim. One proposal manager told me, “Sometimes I spend more effort chasing signatures and formatting documents than actually writing winning content.”

And then, there’s the heavy lift of manual workflows: Teams using endless email threads, local Word files, and SharePoint folders—all of which are necessary, but none of which feel truly streamlined. Version control nightmares and duplicated efforts sap time and morale.

How Leading Contractors Are Adapting

But it’s not all doom and gloom. Over the last year, I’ve seen leading contractors—from agile startups to billion-dollar primes—start embracing new approaches to break the cycle:

Automation Everywhere: From initial RFP analysis to final compliance checklists, automation is finally getting its due. Contractors are using intelligent systems to parse requirements, auto-build matrices, and route sections for review, giving precious time back to their teams.

AI-Assisted Workflows: The smartest teams aren’t trying to replace people—they’re using AI to take manual grunt work off their plates. Auto-drafting executive summaries, surfacing relevant past performance, and suggesting win themes based on opportunity profiles are now part of everyday vocabulary for these organizations.

Culture Shift Toward Collaboration: More commonly now, capture and proposal teams are working hand-in-hand in cloud-based environments. The “lone wolf” writer is being replaced by truly integrated, cross-functional squads who can execute faster and smarter.
